Is TelkomInternet shaping torrent traffic?

8mb ADSL using my TelkomInternet cap is crawling since yesterday. I am used to torrents crawling at the end of the month due to everyone finishing off their cap but today is the 1st and it is still crawling...

Any idea?

Exactly the same in CT. Why do capped products get shaped/throttled/crippled?

Mine is going close to full speed, but I'm trying QoS settings and that is probably why I'm not get full speed, but it is close anyway.

Guilty im sorry i stole you internet
But anyways i finished my remaining 8 GB last night.
Downloaded some torrents and was running at full speed.
But It does feel a bit sluggish today.
Normally the first few days after the end of the month my pings increase a bit and sometimes there is a bit of shaping.
Guess its all the people that ran out of data midway through the month downloading stuff again.

Haven't tested it again today with any torrents.
But general browsing responsiveness is much less today compared with yesterday.

Are you sure there is no congestion at your local exchange?
Did you do some trace routes?
