Local used to be uncapped.. There where no problems at that time.. telkom just got a brainwave to make more money..

IS currently has roughly double the international latency of shaped SAIX, so they'll have to something drastic to improve on that front... That satellite of theirs is not going to cut it.

Unfortunately agreed on this point, IS hasnt been that brilliant recently.. :|

Something else to bear in mind is that in other countries (mainly Eurpoe and the US) where all these kewl dsl products exist they are only really interested in "local". Their local content and networks are that big.

Well if hosting was affordable in this country we would have more locally hosted content.

That was the whole point of the ICASA regulations in respect of the local cap. It is not just about allowing users to download as much as they want locally, it is about encouraging the development of SA websites and content.

I would like to see IS and maybe some of the bigger ISPs taking a hit and sinking their own fibre cable. Spend the R2 billion upfront, share the cost and then share the bandwidth of the cable. Would they not make the investment back over the 10 - 15 years that the cable system would be operational?

By ZAR2bn I assume you mean lay fibre optic nationally, correct? - if so, you are obviously unaware that Poison Ivy has veto rights that prevent ISPs from obtaining the necessary licence to lay their own network infrastructure crossing from the confines of one municipal area into another municipal area, and considering that the Dementia of Communistications wants to establish Infraco as a national network operator parastatal monopoly, the chances of Poison Ivy allowing competing national networks are slim to none.

Also, ISPs are required to obtain class licences from !CASA before they allowed to self provision their own network infrastructure within any municipal boundaries, and !CASA has yet to convert licenses issued under the repealed Telecommunistications Act to the new licensing framework required by the ECA.

Still not much difference, we might view more local content, but hardly a drop in international traffic. It is a bit of a problem, compared to the US where basically all traffic is going over their own fibre on land.
