For a regular ADSL account, ISP charges range from about R250 to R300 a month, anything higher than that and you're treading into rip-off territory AKA Mweb etc. Then you've got Telkom's charges on top of that, which is R680 a month I believe for home users, R800 for businesses.
Telkom controls ADSL in SA, and so ISPs have to buy accounts from Telkom which are then resold to the end-consumer. The ISP's obviously need to cover costs and make a profit, so that bumps the price up. If you find anything for less than R250 it's most likely doomed to fail.
Imaginet is very popular because of their additional-accounts policy (e-mail them and find out) so it works out cheaper if you think you'll be running over the 3GB cap often. They are however putting their prices up to R299 in July, which seems to be driving a few people away.
The ISP you go with doesn't really affect your connection performance though, since they're all Telkom/SAIX accounts at the end of the day. All that matters really are the extras that the ISP provides.
