istore still ask for lots of paper work for upgrade?

i am foreigner,and i am waitting for second time upgrade from mtn.never been to isotre.
when i done the first upgrade in.2012 from mtn,only take 20 mins with my passport.

i thought isotre should has mtn customer file.why they still lots of paper work??
