Bit different in the real world
Agreed, this started for my SO when his job description changed at the beginning of the year. He work's in a production environment that is 24/7 and gets 50 + messages from various group's just in the after hours time frame and although most don't apply to him if ignored he would be out of loop.

My "work" phone is a feature phone, data not enabled. Whatsapp installed but disabled.

This is patently untrue. Daughter works for an online car sales place. When she did not answer Whatsapp messages during 2 days off sick, she was hauled before a disciplinary hearing and told in no uncertain terms if she wanted to keep her job, she must respond to all messages

Boss told her that this rule was "stupid" and he was going to ignore it

Unfortunately a high percentage of bosses (managers) are bullies and the effort and expense needed to put them in their place is just not worth fighting the good fight.

Many bosses are like this...

For small companies with non-unionised work force they can kind of get away with it because its more effort than its worth to fight back. The minute your work force has union representation, they will get caned for it.

I told my boss to message me on Telegram. She had no idea what I was talking about.

Boss agrees that WhatsApp is stupid to message for work related matters. Emergencies get phone calls.
