My brother had this problem recently, he works in a rural school in Limpopo. There was an 16 year old in grade 6 when you're suppose to be 12. The kid disturbed his class and tried to stop the others from learning. As a male teacher he often has to help out the women from being intimidated.

I don't see why those kids are still in the schools.
