I am still sceptical, Zuma doesn't shine the characteristics to abide by the law, hence I don't want to automatically assume that he was arrested. He will need to be processed by correctional services, until then he isn't turned in.

I would have been under the impression that escorts like those don't have active mobiles, but then again, it is not only a 'presidential' escort as there are other state vehicles in the motorcade.
