You said it better than I did. Nevertheless, at least theoretically, I can imagine an extremely capable and competent executive who is dyslexic and with eyesight so poor she can barely read. Her management skills might be so exceptional that her other handicaps are not disqualifiers. Ditto with email skills, or the ability to drive a car or pilot an aircraft - they might not be immediately relevant to or necessary for the executive or ministerial function. That just illustrates the principle I'm trying to establish - management expertise and skill is its own thing, quite distinct from any particular technical expertise.

So he knows as much about cyber security as the average user who thinks that they are an expert.

Don't worry Japan. We've got over a 1000 of these ministers and some of them have never seen the outside of a KFC bucket let alone a USB stick.

A minister who does not have a clue about the ministry he is leading. Oh wow, he just signs policies, frameworks, makes regulations about a field he has no interest in. It mskes it worse that he is from Japan, a high tech economy.

That headline is a stretch: the ministry is promoting digital migration and digital adoption. Some people here will schat themselves when they learn how many systems still use ‘outdated’ and 'retro’ tech, but it is being used because it isn’t broke and has since been proven to be reliable.

It was intriguing to see LTT actually do a video on such tech,

Digital Minister declares a war on floppy discs. There are about 1900 government procedures that requires business community to use discs, i. e. floppy disc, CD, MD, etc to submit applications and other forms. Digital Agency is to change those regulations so you can use online.

Odd to say that a war has been declared, but it seems more so that a digital option will be made available, and rightly so.

I don't see the problem. He's a manager hired for his skill in managing a large organisation and aligning all the arrows to ensure it achieves its mission. Doesn't mean he needs to be a security boffin or even a computer user - for that he must ensure the org he manages has the right goals, staffing, and resource, etc.

I don't expect the minister in charge of the post office to be skilled at letter delivery or how to operate an ink stamp. But he damnwell must be a capable expert at structuring and managing an organisation that does that stuff. That includes making sure the org has the necessary technical and professional experts to accomplish the mission.

disagree .The best run departments/organisations are run by people with prior knowledge of whatever they are in charge of.
