Abuse of power.

It's the elephant in the room.

The most naive response, though, imo, is to 'put better people into positions of power'.

To me the incentives are overwhelmingly in favor of the same thing happening over and over and over again.

The lesson is that you cannot reward shelter from the market and expect the queue for corruption-seeded govt contracts to shorten.

i.e. The State - as an anti-meritocratic institution - has to be abolished.

I don't understand the point you're trying to make or the question you asked in relation to what I said. Taking it at face value, if there wouldn't need to be testimony of the perps, the answer is obviously yes as a natural part of the indictments and prosecution process.
