If you're eligible to vote but decide against it, you're technically contributing favourably to the "majority" party. Seat allocation is based on number of valid ballots as a variable and not total population or registered voters of the country.no, the majority would be those who did not vote
you are mixing up ideas,
total population 60m
around 25m are registered to vote, around 11m voted for the ANC
so show me how you get a majority using those numbers
