Whats the difference between a drone strike on these guys and a conventional bombing run to target the enemy's command and control, etc. ?

Conventional bombing, there are rules of engagement. When it comes to drones...what are theirs? The drones, are they even managed by the US army, or is it the CIA ?

i dont think you know what ROE are. they have them for the drones, just probably not shared.

I am clear what ROE are, thank you. Why the secrecy if they have ROE for drones? More likely , ROE or oversight is still "developing"...but in essence not wanting to be tied down in pesky legalities, same way Bush kept his little torture programme going...with vagueness and shrouded in secrecy.

What you think you know what the ROE is know what it really is. Please post a govts source on ROE for navy seals operating Persian gulf. Post me the ROE of the us army operating in Columbia

That's part of the problem, it's incredibly secretive (beyond operational requirements, I mean) and it's very difficult to find out what process they actually follow to determine who is going to be targeted, for what reason, and based on what evidence, for example.

There's also very large problems with how civilian deaths are handled - they're also often posthumously vaguely classified as enemies, for example.
