I was going with never be re-opened again.No need to bet. I said early 2020 when they gave the initial timeline. Minimum 12 months.
We first have to get guys and equipment on site, and that still hasn't happened in over a year.Do yourself a favour; go spend some time in the UK and watch how slowly those guys on construction sites work. And comparing against Japan is unrealistic; even the US construction workers don't work that quickly.

Let's forget plenty of times and talk about this particular project, did JRA or the city ever say that the delay is caused by national or provincial government holding back funding? I have read the communication from the JRA and everything is on schedule according to them and the project will be finished in october. The Johannesburg Roads Agency (JRA) says it will cost more than the budgeted R160m to rehabilitate the M2 motorway between the Crown Interchange and Maritzburg Street - but is adamant it will be completed by October 30.
However, it is unclear exactly how much the rehabilitation will cost as the agency has not yet made estimates on how much more is needed.

They're allocated a budget as the city (R60bn+) and collect their own revenue so it's up them. The DA installed the IFP on the board of the agency and they've apparently been looting. Johannesburg Executive Mayor Herman Mashaba released a statement on Thursday confirming that repair work on the M2 Highway is on schedule, and will be completed on October 30, as planned.
He added that the motorway will be opened to motorists on November 4.
