Can new powers just be bestowed like that? Don't laws need to change giving them additional powers?

No

For instance I now bestow upon you the power to throw the nearest person with a piece of office stationary.

Well this is probably allowed unless there is a law that states only A or B type of person can do what these new powers suggest.

seems a bit open ended and open to abuse, e.g. which documents for the car and yourself, would you now need to carry around with you?

What exactly were they allowed to do? Park next to the road fro a nap?

Granted - I chatted to one officer while waiting in a queue one day. He told me he loved his job, and the chance to keep the roads safe. But said that handling fatalities at accidents scenes and having to notify next of kin had to be the worst thing he's ever had to do.
