Joburg's draft CCTV by-law under scrutiny

Anti-crime activists and private security companies have warned that a new City of Johannesburg (CoJ) draft by-law for private CCTV cameras facing public areas will harm community-driven crime-fighting.

The by-law requires that people and companies installing CCTV cameras on private properties with a view of a public area, such as an adjacent street, first apply to the CoJ for approval and register the camera.

I'm. Intrigued as to how such a bylaw would work. What percentage of public space must be visible to require registration, and under what overarching privacy law would it operate as well I wonder.

I'm intrigued how a bankrupt, inept city that can't even keep the lights on or water running is going to police the hundreds of thousands of private CCTV devices scattered all over the city with a completely unenforceable by-law.

More useless bylaws/regulations we don't need to waste more of our time and money while the CoJ lets water and sewerage flow down the streets which you can't see at night because there is another power failure and then BAM!, a ****ing pothole!

The most frustrating thing about these pointless unenforceable by-laws is that they create contempt for the law and result in people ignoring by-laws that actually matter and make society better.

Well that too of course.

FFS - The COJ can go [email protected] am protecting my property with my money and will continue doing so until I feel comfortable that the State/City are protecting me! I will also continue sharing the crimes being committed wherever I can. It is called name and shame and this principal should be directed at the corrupt individuals (criminals) in government and metro's.
The moment any action leads to the possibility of these criminals being caught, then the way to avoid discovery is to pass laws and by-laws.

Complete overreach by CoJ.
Wokeness taken to the extreme.

The way the "law" is written it become illegal to use your cell phone in a public space:

ILLEGAL:

Doesn't CoJ have real work to do like fix JW and fix potholes and fix faulty robots and cut grass and reduce corruption and fix safety?

Don't even need to entertain it...

Once you step outside, you have no expectation of privacy.
Anything done in public, anything seen in public, anything private seen from public, or from any other private space, be it via your eyes or any recording device...belongs to the public domain.

You can't trespass the eyes. You are responsible to create your own privacy.

Nonsense by-law that can be easily challenged in court.

No public space anywhere has any privacy protection. and any by-law that tries to do that is unlawful by default.

The little eksdom minister, amongst other corrupt tenders, had "CCTV" installed in PTA when he was mayor.
The cheapest but paid the most expensive.
They worked for about a month.

FVCK you and your laws and peoples privicy. Do you want to protect your brothers and sisters in crime?

A couple of my CCTV faces the street and down the street and will stay that way.

ps tl/dr

Correct. The only law on photography restriction is in the Defence Act where National Key Points, Military Installations and Railways rolling stock are illegal to photograph or sketch.

Otherwise any photography in public is legal. Even of your neighbour nude in her lounge if the pic is taken from the street and she left the curtains open.

Heres the bleeding heart Tannie who thinks this law is a good idea:

CoJ public safety committee chairperson Sara Wissler defended the by-law in feedback to Sunday Times.

Even that is problematic because National Key Points are not disclosed and the courts found it to be irrational.

The law can't say:

"don't take photographs of National Key Points" and when citizens say
" ok no problem just tell us where they are so we won't take pictures" then the government tells you

"no we can't tell you where they are"

No doubt the Union buildings is NKP so taking a photograph at the union buildings is illegal, so when the President is inaugurated and there is all the media houses from across the world, there is illegality happening in front of the President and Chief Justice

Correct. It's been a bone of contention for a long time.
