They have to. They predictably got themselves into this position where their corruption and inability to run the country, bankrupted he country. Service delivery under them have failed across the country. All SOEs are bankrupt. The economy is in decline. They are struggling to service debt. They are struggling to pay the promised grants to help them keep voters. They have no ability to start something new and generate an income and create employment. So, they are left with the only option - and that is to keep taxing, exactly what they are doing right now.
