Anecdotal but it seems that many people in the councils affected by the floods are becoming nervous about "corruption" so they rather do nothing or go exactly by the book instead of getting stuff done. Previously damage to say, a water purification plant or sewage works would be done by a contractor on the emergency services roster on a cost plus basis, starting within days. This is relevant as it is very difficult to assess and quantify the extent of the damage. For these floods I hear some repair work is being done in a conventional way; tender for a "consultant", they assess, quantify and specify the damage repairs in a tender document which goes out to contractors who bid.
