AT&T Inc., Verizon Communications Inc. and 10 other large phone companies have struck an agreement with 51 attorneys general to enact technology to block robocalls before they reach consumers.

The deal, announced Thursday, will help protect consumers from receiving illegal robocalls, and assist law enforcement in investigating and prosecuting bad actors, said North Carolina Attorney General Josh Stein, who is leading the effort that includes all 50 states and the District of Columbia.

As with most things in the USA, they have some issues they themselves make. In a sister article to the one you posted here, they explain that "The do-not-call rules don’t apply to political organizations, pollsters and survey takers, according to the FCC. " ... Compare that to the DMASA DB we have in South Africa. I have found that it makes a difference to register there, because you actually have legal options if they still contact you in spite of being on that list. Just remember debt collection are exempted for obvious reasons.
