Discriminating in terms of ping would drive away other people and it would just be as if it is a limited usage server. Instead, might I suggest using the server to lure people to ODS in other ways?
I can think of one example, this will cost you some resources, but I'm sure it will work. For games where patching is allowed, you could write patches which allow you to connect with a client to the server and have it send out messages to players.
Then, from time to time, connect to the server when it is heavily loaded and advertise hosting deals, internet access deals, etc, to the players. Discreet advertising in the form of one or two line message certainly wouldn't hurt that much.
Alternatively, if you have a clever graphic designer and somebody who can build maps in house, you could limit the servers where it is supported to use only maps that you supply. These could be modified stock maps or totally custom maps, depending on how much trouble you want to go it.
In these maps, you can use decals and textures to discretely place advertising all around the map, for yourself, or even payed adverts for customers, may be advertising internet access, gaming goodies, PC mod kit, etc.
