I have a better idea.
Scrap the RAF. They are almost 1 trillion in losses.
Then force every user who owns a car to have insurance. Singapore you have to pay for the right to own a car for a period. Do that (a lot of cars will be removed off the road (a lot of junk ones with smashed windscreens etc). Then when you buy a car you must prove you have insurance at the time of transfer. At time of car license renewals also prove that your car licensed. No need for RAF and that saving can go into the pocket of motorists. Really we have a no fault system where they will pay out even if you caused someone's death.
In mant countries having insurance while buying a car is the only way fwd. Charging a fee for those to own the right to a car also would move more to public transport. Singapore has that. It reduces traffic immediately.
