Why is Limpopo's DOH reporting teen pregnancy of 11 000, but only 4 000 odd cases were opened because the schools are supposed to open a rape case with SAPS if the victim is under 16.

SAPS: Uhm, we've only opened 4 314 dockets for statutory rape (the law states the alleged perpetrator has to be arrested immediately when the case is opened - so that answers that part of your question)

I reread the article now and I think you might be onto something with that question because the reported figure was for girls between 10 and 19, while the SAPS stats refer to only 16 and under.

The pregnancies recorded is for the period between April 2021 and March 2022. The pregnancy bill, requiring schools to submit a report to the police if a girl under 16 falls pregnant, came into effect in December 2021.

The timing of the bill could easily explain the discrepancy between the number of pregnancies and the number of sexual offences. Looking at the age of consent law below, reporting a pregnancy to the police won't automatically translate into reporting a crime either.

The DA would be better off finding out how many school pregnancies were reported to the police in 2022 and how many of those led to rapists being prosecuted. That would be an honest way of attempting to see how well the new bill is working.

According to the Criminal Law (Sexual Offences and Related Matters) Amendment Act (2007), the age of consent for both boys and girls is 16 years of age. Of course, there are some exceptions; for example, if both partners are between the ages of 12 and 16 they won’t be criminally charged; and it is not criminal for a child under the age of 16 to have sex with a partner who is less than 2 years older than they are. Furthermore, South African law states that no child under the age of 12 can consent to sex, and therefore, sex with a pre-teen is rape or sexual assault.

These figures are for girls between the age of 10 and 19-years-old.

What about the 7-9 year olds, they are also in their hundreds, oh ofcourse 11 287 pregnant 10-19 year olds looks way better than 11287 pregnant 7-19 year olds.

According to data from the Department of Health, Motshekga said the number of deliveries by girls in the time period was 24 230 (KwaZulu-Natal), 13 814 (Gauteng), 12 582 (Eastern Cape), 11 287 (Limpopo), 8 840 (Mpumalanga), 6 543 (Western Cape), 5 635 (North West), 4 444 (Free State) and 2 662 (Northern Cape), totalling 90 037 young mothers.

Some years ago, on the morning show with John Robbie I was listening to newspaper headlines, and in the City Press the headlines was something along the lines of "Zulu women genetically likely to infect you with AIDS" ....

Who could ever think that 7 year olds en-masse get pregnant for a measly R450 grant, although I have read of pro-choice 17 yr olds groups of girls getting pregnant in tandem in Beaufort West I think and purposely drinking themselves to stupor hoping to give birth to FAS infants in order to qualify for a child disability grant (400% on the child grant). This is amorality as per the dictionary meaning to me
