ForgeAhead obviously enjoys some kind of preferential relationship with govt., but since this study is constrained to local govt. itself, I will ignore this for the purposes of making a few observations.
Based on the above quote, it seems safe to conclude that govt. has no strategy to deal with public sector broadband interconnectivity. It's also not clear from the article if this is set to change. Perhaps this is a reflection of what is happening in the private sector, with all the players looking to "self-provide".
Love that term, if they were honest they would make it tax-deductible, but that might set a dangerous precedent for revenue collection
