Local Only Accounts

Hi, been browsing for awhile but first post here.

So I'm relatively new to teh ADSL... How does local only or mixed accounts with x Int y Local work?

I understand how they work work, but is it usefull ?? Under what circumstances would one of these accounts be worthwhile ?

For the news servers, terminal services,vpn,local mailing,local browsing.
Get either an Openweb or Webafrica Internet Solutions account. (Local after international cap)
