According the the recent adsl regs local is merely excluded from the capping.Is local traffic not suppose to be free?
If so, why are certain ISP's advertising local at a fee?

My guess is they'll end up offering uncapped local accounts for a premium of course - at least when they're actually forced to do something which means we'll have to wait for someone with the gumption to do the forcing.But then when will this be in effect. What will this do to local-only access accounts? Will they fall away or will you get a free local only account that is uncapped from a ISP like Openweb?
