For a friend.

He is looking to spend from around R2000.00 to around R3000.00

What is the best he can get for that? I'm not too clued up on TV's at the moment.

He also doesn't mind second hand...

Normal LCD? You can get a 74cm of any of the top brands in that price range, ie, Samsung or LG etc. Try Game/Makro.

All depends what he's going to use it for

Purely watching DSTV and maybe the occasional DVD... Nothing intensive like playing console games etc. and he doesn't have HD DSTV so that would be a bit pointless.

He will also need a TV license if buying new, so can one buy that at the same time as purchasing the TV?

He can, or could borrow one from someone

A normal CRT TV would be all he needs but if he wants to future proof himself then he can go the LCD route, maybe looking around for a decent 2nd hand 74cm would be the best bet if he's looking to save money

So could he get a decent sized LCD screen for around R3000?

And in terms of brands, are Sinotec etc. okay?

Pooky, get a LG or Samsung CRT TV at Game/Makro. Based on what you are looking for, that is the best option.
