castrate every single man and woman after a certain age to prevent them from having 200 babies?

is this the natural order of things in Africa, while extremely wealthy and rich in Resources,
people are stuck in a Medieval mentality of 500 years ago Europe,

if I'm the Lord and Chief/King/President for life,
nobody can challenge me, unless he knows how to dodge Bullets...

accountability, and public order are western concepts forced onto the natives

so they inevitably fail miserably.
You can't force thousands of years of evolution in 100 years

if that were so, Zimbabwe would be like Singapore by now,
some of the smartest and well educated people are Zimbos,

look locally, how many Zimbos hold decent jobs, so much so locals hate them.
