10111 hasn't worked in decades, this is well known. In fact the police are in general the last people to show up when there is a problem, and thats if they show up at all. Deal with the situation yourself and leave the police to clean up the mess afterwards, it's the only thing they are any good at.

IMHO, it’s much easier to just make 10111 pick up the phone than to build new ones.

And this is in spite of a brand-new, state-of-the-art, multi-million Rand Central Control Centre built a few years ago ...

Same story for all the other new centres - all a waste of taxpayers money.

You can spend billions of Rands on centres, malls, houses etc but if those that occupy the buildings aren't proud to be there or proud to be part of something, it will all go to waste
