If one is rolling around in Ferraris and Lambos and Rolls' from signing off middle-man paperwork for building houses for the poor (at the state coffer's costs that could have gone into further housing or state healthcare theatre equipment etc) then I will leave the possible reasons up to your imagination.

That middleman job can be much riskier than people imagine. Companies that doesn't want to deal with gov can do the job, sometimes at a lower cost than the bee companies purely due to the middleman in this case.

If she got the tenders honestly and without corruption why hold it against her? The gov contractor runs the risk of providing the service via a sub contractor, pay that sub contractor and them gov doesn't pay, or don't pay until months after. I know of quite a few companies that have gone bankrupt due to this.

If I were to take that risk and make a killing I'd have no issue in enjoying that money. The same people being sour now would enjoy your downfall if you lose everything due to gov not paying you. If I were to even have my own company I'd not do business with gov purely due to that risk.

I got the impression that it wasn't, or isn't, even "RDP" houses but "temporary housing" where some city functionary decides that structures made of corrugated iron and treated poles, maybe with a concrete floor are needed somewhere; maybe in the vicinity of some informal settlement. These contracts have serious values; around R350m for the ones I have seen. Then there is "temporary ablutions" etc and so it goes.
 
They really don't know how to be subtle about rubbing their wealth in the poor people's faces do they? Especially when that wealth was generated at their expense.
The ruling class is supposed to be super rich and have nice things. You know they are kings not public servants.

I don't think you understand how it works, in social media circles celebrities gift themselves with expensive stuff and post about it, a gift doesn't necessarily imply it's coming from someone else.
All good, but then SARS should go investigate anyway and if it turns out she bought if for herself then just out her for saying it's a "gift" and then we can all laugh at her

The point is there shouldn't be R10's of millions of profit in ANY Government tender. The profit margins shouldn't be there. Getting rich from tax funded projects is morally wrong. Regardless of if you are honest or not.

We can't have tenders and have no profit margins, people cannot offer their services for mahala.

It depends on the value of the contract, but the goverment out sourcing everything to for profit companies isn't great. Government works should be non profit and viable due to the scale and continuous nature of the work.
