You obviously could design a factory around a workforce that is less intelligent, the jobs would be so simple that you would have to have huge amounts of people each doing one very simple, repetitive task. But the issue in SA is that you have things like minimum wage, which simply prices these workers out of the market.

Absolutely correct. Prescriptive minimum wages should have commensurate minimum warranty and minimum capability. Mathematics is definitely one of these capabilities.
