and bear in mind that a lot of what has happened is purely down to SA's obligations under international agreements - particularly GATT and the WTO Agreements

these obliged SA to, amongst other things
- create an independent regulator that will not be subject to influence by licencees (i know, i know)
- licence a 3rd cellco (i know, i know)
- licence a SNO (i know, i know)

haha. they copied a report and then got bust. what a bunch of clowns.

...they copied a report! That is why these idiots see their old photocopier in the corner as a far more essential technology to have than broadband. It saved them a lot of work.

Not trying to be funny here but for those that know, what would you say are ICASA`s achievments in the last 7 years?.

Am I right in thinking that people here are hard pressed to come up with ICASA triumphs over the past 7 years?

Is it worth reading the whole Curie/Horowitz paper? I just read the lite version by Ann Crotty in the business times today.

Yes tommygun, it is worth reading the whole of horwitz & currie IF you don't have much basis of the history of the politics of sa telecoms policy & implementation. PM me if you want a pdf which includes refs and footnotes. Otherwise I have posted the article (sans footnotes and refs) on the forum under the "how telkom tried to hjack the internet" thread.

tommygun - very definitely read the whole thing (incl. footnotes) if you want an idea of how it is ICASA was hamstrung at birth and how its attempts at independence have been systematically squashed by thatsleepy-cassawari
