I have a friend who asks me this all the time too. It's... tricky. Only because people are generally too cautious and even after spending hours chatting at some or other common friends' braai or whatever, it's a bit odd exchanging numbers or email addresses. Yes, I have a lot of those conversations. Thankfully, in this age of social networking, it's a bit easier.
The forum meets are a good place to meet people. You're likely to have spoken to a lot of them before.
Make friends at work... Go out with them.
Meet friends of friends, if possible.
Try out new activities. You'd be surprised who you meet.
Most importantly, don't be afraid to talk to people. Easiest way, just ask the person a lot of Qs about themselves. Everyone's always happy to talk about themselves

And to elaborate a bit more on the activities, take up a new sport / hobby. You meet loads of people through such things.
Invite people over.
Don't say no when you're invited over.
Consider for yourself the kind of friends you'd like to have, then picture where such people would be. Then start frequenting THOSE places (i.e. banks for rich people

I start up conversations wherever I go and have met wonderful people like that. The supermarket is as good a place as any. There are lots of lonely people around. You chat for a while and then say, "Let's put all this stuff in the car and go and have coffee." Sometimes you just click with someone; other times you might think "What a bore," then you don't take it further. I have printed cards in my bag with my numbers and email address (but not physical address). If I like the person I have met I give them a card and say, "Please phone me some time when you feel like a chat." Maybe I will never hear from them again but maybe we will become good friends.
Here's another one. When you're at a gathering, be it a friendly get-together or an event or whatever, take your digital camera along. Take loads of photos of the people there. You'll find many will get your details or give you theirs, so you can email the photos to them (or so they can find it on whatever photo-sharing site or social network you use to display them). That's happened to me a few times. And if you struck it off at the gathering, you're bound to continue doing so over email/whatever.

If you're hot, meeting friends is out of the question. A male would like to social with you to get laid, simple as that. If your more like the girl at work type then sure you will get plenty friends ....

I'm just a male. I will try my utmost not to be in a possition where I'm alone with these woman as it will turn ugly. Really? damn must have a low libido then, you can be friends with a hottie if you grow up with her or something but i can assure you 99% of men cannot just be friends with a hottie they met last night, there immediate reaction is to try and figure out a way to get her into the sack.
