Sure, happens to me as well. I look like a standard issue dad and kids often just walk up to me and grab my leg or hand.
I'm always careful to find the parents of the kid right away and yes, Ill pick the kid up if its in distress.

I think that its a good rule to never touch a strangers kid that is still in the pram or trolly. I don't care what culture you are from, its just not needed.
Smile and play with the kid but you don't need to touch it.

Mine are fortunately not lost and the parents are usually around, so no need to find them, if they look lost I would make it the security's problem at once, the last thing I want is a raging HunterNW or Cosmik Debris appearing out of nowhere and finding me holding their child.

My personal opinion.... this is all a storm in a teacup.
The guy is a bit slow and doesn't realise the controversy he has generated.
He just came from the homeland a few months ago and just got this job.
In his culture playing with kids is perfectly acceptable.
