As far as I can ascertain, that quote is probably the latest information. I think the only thing you would be able to do is to incessantly phone their installations department asking about it.
After three or four attempts, ask for a supervisor. If they say he's busy, tell them you will hold as long as you need to, it's a free call. DO NOT GIVE UP UNTIL YOU GET YOUR SUPERVISOR. Tell the supervisor that you want to lay a complaint about not being able to receive service in your area and that you want to know about the mini-DSLAM rollout.
The supervisor won't know anything, so he or she will first politely apologise for not being able to help. At this point, you want to tell them that you would like to escalate the complaint. If you can, get the supervisor to give you a reference number for your complaint. Then, call the regional complaints office (the number is buried deep in nonsense in the first few pages of your local phone book) and demand that they find out why your area does not have a mini-DSLAM. Give them the reference number you got from your supervisor, otherwise they will cut you off immediately.
Contacting the regional complaints office usually gets your complaint escalated to lower or mid level management. Generally, Telkom's middle management are very helpful and can solve problems quickly. These are not the idiots occupying the top seats, they are hard working managers who are easily retrenched if an area isn't doing well, so they do their job as well as they can and are generally well qualified too.
Once your complaint reaches one of these, you should hear from them within the week. Some times, they even manage to fix your problem. Failing that, such a person will at least be able to tell you if the rollout is in progress or not.
