It's not a private residence, the free water and lights is at their Ministerial complexes where the official residences are. Yes it doesn't make much of a difference because no one one will opt to stay at their private houses if there's a state house with free amenities, but it's still an official residence.

They also refuse to stay at these "state houses" as apparently it is not up to their high standards.

So they rent very upmarket places and live there rather...while the taxpayer foots that bill too.
