Not necessarily. One thing I've come to realise is that it simply doesn't matter how much evidence you give someone,...if they don't also have the reasoning ability to look at it in an objective manner and follow sound epistemology, they simply won't be able to see what the evidence shows.
Essentially it's like judging a fish for not being able to climb a tree despite having provided it with a tree. Even if you also give it a clearly written instruction manual, that fish is going nowhere, lol.
There's a big difference between having a skill and choosing not to use it, and not being able to use a skill because you don't have that skill to begin with.
Heck, it's that lack of reasoning ability which allows all sorts of ridiculous conspiracy and pseudoscience theories spread like wild fire. But yeah, it's a real shame that people don't actively try to improve their reasoning ability. There's so much evil in the world that could be avoided completely.

At this risk of not keeping it clean, we have a general culture of accepting irrational decision making, which is why it's generally frowned upon to be an atheist (but I only believe in 0.02% fewer gods than you), or to tell children there's no Santa Claus. The biggest problem is that most education systems don't bother with silly things like teaching critical thinking and focus more on how best to pass the exam. There's a million single china teapots orbiting the sun and everyone's convinced they know what colour it is.

With regards to serial victims... I know people who know it's dodgy but claim they are beating the system because they sign up under themselves and get that 10% bonus out and then repeat... But they are actually just stealing others money here..

The person you just described isn't a serial victim. That's a scammer of a scammer, though ultimately it has probably no useful effect on the scammer, so really they are just indirectly scamming the gullible. Essentially it's the difference between a pre-meditated crime and a crime of opportunity.
