Sorry? I have read that document, and it seems largely a case of beating the numbers to meet a preconceived outcome. Nonetheless, it does not mention anywhere a drop in deaths from road accidents or murders due to any crackdown.

Not the case. The more people getting it the quicker we reach herd immunity and the quicker it's over. A lot of places have already reached herd immunity. The ones where we are seeing minor spikes are those that have adhered so much to the restrictions that not a lot of people had it. Maybe these raves are exactly what's needed to finish the natural progression. 60% of people were always going to get it so all measures simply delay the inevitable. My only issue is that these kids may infect the vulnerable. Those people should be isolating as much as possible anyway.Well, yes and no. Crowd size is, and these things would get out of hand. You'd have a bunch of irresponsible teenagers going to the Rage party and then mixing outside of it. It has happened like this for donkeys years.
But also the parents should know better. Why chance this? We have 2 kids of 10 and 8 and they never had playdates during harder lockdown like others were. It was just trying to "adult" and make the right choices.
Unfortunately, for the large majority of people following the rules and trying to ensure that this whole issue of masks etc goes away quickly, that won't be the case. So we will all have to wait longer.

Yes, of course, more tests are being done, but that is not through government coercion but because more people are getting infected (also the positivity rate has risen from approx. 7.5 percent to around 18 percent). Also as most of us on MyBB have private medical care, we'd know the cost of taking a test is just below R1000 or so, and you have to pay it out of your own pocket if the test is negative. I just don't see so many people just randomly taking a covid-19 test with no symptoms. Furthermore, in the Western Cape hospital admissions have increased from a low of around 500 to 1600, and that is definitely something that cannot easily be faked. So shove your conspiracy theories elsewhere, please.
