You're talking kak. Comparing people to animals as a form of insult is, and always has been, a way to dehumanise them. It's got nothing to do with what people look like, except on the most superficial level.
I suspect it's a very poor attempt at sarcasm, just going with how much of a senseless ramble it is.

Nah.. She has her bad traits but being openly insulted and degraded by that traitorous biatch is not on, and right thinking society should defend Thuli
Thuli literally destroyed their entire family for generations to come. So this is like a baby punch and everyone should have just seen it as such. Its was just a desperate attempt to mock someone who tore them to shreds.

Nah, they did that to themselves... Thuli just put it on paper

We will never be at peace until Edward shows Dudu who's the Boss of Nkandla.

Thuli Madonsela is amongst a few good ANC members and the best PP that's left. For this guy to compare her to a gorilla means that he has to resort to insults because of her greatness in every other aspect.
Which guy?

Yeah I wouldn't call it racist per se.

Dehumanising and monumentally insulting, without a shadow of a doubt.
Definitely racist if a white person had said it but otherwise just a nasty insult.
Same with other descriptions of people and the word "obese" comes to mind.
Describing one of our police/SANDF or politicians as "fat" should not even be thought of as an insult but, in the new SA, a white person using the word could easily find him/herself accused of racism by our ever watchful HRC.
I seem to remember, long ago, several corruption related cartoons by Zapiro featuring hyaenas and am surprised that the HRC never publicly wet their collective knickers.

So, is it OK to anthropomorphise animals then?
In fictional media, yes. And you didn't even pick the most egregious example:
