considering we're already partly into the 2022 financial year, so take that into account as well.

Yes, because trying to get two decades of maintenance and new infrastructure done was ever going to happen.

At least he's got more maintenance done than before, big part of this issue is the failure of new infrastructure to come online to releave the pressure on the old. Never played Sim City? :p Ask any 80's/90's child.

Preferred Dune II and Civilization myself, Sim City was just too much work.
