Mossel Bay ADSL or similar solutions

I've got to set up some sort of broadband connection for folks in Mossel Bay surrounds
Telkom's ripoff of having to have a landline and dsl line for adsl is bit over the top for their need. To shell out R500plus for this is not in their budget either.

Can anyone in the area let me know of a solution - LTE - or similar
There is no fibre in the area?

The only option you have for under R500pm is something like Telkom's July deal for R200pm:

but make sure there is a Telkom signal. Otherwise get normal MTN data with Axxess and a wireless 3G modem, but with both of those the Data allowance is very small compared to ADSL. They might spend more than R500 with the option + topups.
