To be honest there is no difference....
This "data" part rocked up on the phones with the launch of 3G. Both connections are the same and if you check the setting they the same as well.

Connections looks the same, only that one does not have a proxy configured.

Nope as long as you don't use a CSD connection... charge is the same.
