Normally, once the fibre has been "laid" down the streets, it is fairly quickly activated. (This was my experience with VC though)

Do they have a small black "mini manhole" outside the property, they are about 25cm or so square?
From your OP it seems like they do.
If so open it up, the lid should just pop off with a big flat screwdriver and see if there is actually any fibre inside, if so you may be in luck and if not maybe they can get it to you.
I would also try call the MTN FTTH Contact Centre +27 (83) 123-5360, normally answer fairly quickly and helpful, I they can't help you ask to escalate to ZTE area manager, ZTE manage their FTTH network in Cape Town and installed it, they also supply the ONT device in your home. try ask for ZTE area manager number, I used to have it but the guy left the company a while back.
I think this is the number for ZTE in JNB +27 (11) 912-3414 that handles support issues/tickets, they may be able to give you local CPT manager/staff number who may be able to assess if there is anyway to get you connected.
