MTN in Nambia

I have 6 MTN data sim cards in Namibia that don't work. MTN has confirmed (I don't know if they have done it or not) that they have activated international roaming on the cards. I called 808

When the sim cards are inserted into a cellphone, there is no signal and all it says it 'emergency calls only'.

Please let me know what I can do, I need these SIMS to work by Tuesday.
