MTN Internet High - Uncapped Lite / Uncapped Pro - what's the Fair Use Policy?

I was browsing the MTN Data "Internet High" packages:
With a maximum speed of "R21.1MB/Sec" and "Uncapped" with a Fair Use of "3GB"
I can't find any explanation of the Fair Use on mtn.co.za.
You would think they would provide a link on the page.

I like the way they market the speed as Rands/MegaByte/Sec should read 21.1Mb/s (lower "b" for bits)

Q1. Does anyone know what the T&C's are?
Q2. Does MTN have a 21.1Mb/s network?

Found some small print on the MTN Direct pamphlet:

*Internet connection speed depends on the capability of the device and the capacity and capability of the network in any given location and time
#Uncapped packages have a fair-use policy after which the speed is limited up to 128kbps

On my 7.2Mb/s device I only ever got <1.2Mb/s, so I doubt that MTN will get close to 21.1Mb/s

Can anyone let me know. WILL the fibre optic service be available to everyone and when. I reckon by now i have such a non service with MTN and I am procrastinating on my upgrade of a phone because I want to cancel my contract with them. Can anyone advise which is the best service now for me. I do run a small business but with this uncapped story I have zero internet after 5 and zero over weekends. Please may I have an answer with someone explaining costs. Would so appreciate. I don't want an answer from any employee of MTN - can't stand that company at all. It's been a misery since this uncapped came out. In the beginning was fantastic but since last year the wheels came off and I need a service provider pronto. HELLUP!!!
