This is the most heartless staff retrenchment media release I have read

Morning Chris.Geerdts, It is premature to talk about any retrenchments. MWEB is engaging with affected staff and the aim is to accommodate most staff in new positions within MWEB, specifically the new field sales teams.

Good Day JStrike, MWEB is not an infrastructure player. Fibre to the home (FTTH) infrastructure is continuously being rolled out across the country by the different infrastructure providers.

MWEB doesn’t determine which areas are chosen, however works closely with the providers to ensure as many people have access to fibre to the home (FTHH) as possible.

So, to sum up your answer, you will still not be making use of your ECNS licence, and will continues to not roll out your own fiber

Unfortunately yes, and people have a decency of always criticizing Telkom, while other companies are happy to sit on the side and wait for Telkom to install infrastructure and come ride in it.

Yep. They have all had the licence to roll out their own infrastructure (And have had that right for a decade), but almost all of them have sat back and waited for Telkom to do it (And now Vumatel).
Cybersmart is the only big ISP that's actually bothered rolling out is own infrastructure. And MWeb has far deeper pockets than Cybersmart. Ditto for WebAfrica...
