Neighbours play drums and ruin our peace and quiet

Hi,

This is part rant, part cry for help.

I've been living on my property for 30+ years, and have had no issues with any of the neighbours (some of whom have been here longer). We all get along and visit each other every so often.
This new family moves in 5 years ago (2013), and they were not exactly the most neighbourly people, however we respected each other and had no issues.
2 years ago (2016), they purchase a drum-set, supposedly for their son. However, the father used to bang on that thing everyday. Our house are not far apart, and the noise was unbearable and could be heard over the sound of the TV. I was studying at the time, and after 2 weeks, I couldn't take it anymore so I confronted him (politely) and told it was a disturbance and asked that he stop.
He did, however he moved it into the room furthest away from my house, and continued to play. The sound was heavily muted, but could still be heard, but I ignored it since it wasn't a major disturbance.
Fast forward to 2018, and this situation has changed. He has moved it back into the original space (nearest to my house) and continues to practice, oblivious to the noise he is making. Another neighbour confronted him, and asked him to sound-proof his house, but he sent his wife to tell the guy that the noise is not loud and everyone else was noisy as well.
In fact, this whole family plays those drums and do so for hours and at anytime of the day. They close their windows and pretend like their neighbours don't exist.

I have 2 elderly parents, both 50+ years old, whom I take care of, and they enjoy having naps, watching TV, and having lunch outside during the day.
But because of this bastard neighbour, they cannot do that when they want.
I feel really helpless, since this situation is something that I can think of nothing to do to fix it. It really does create anxiety and angst in my family when we hear this noise.

Has anyone had an experience like this, and got their neighbours to stop?
I really need to know what I can do to make this stop. Because they don't have the common sense to know that it is affecting other people.

*UPDATE*
I spoke to the idiot man-of-the-house next door, and asked him to practice somewhere else, because we can't put up with the noise anymore. He told to do what I have to, to make him stop. I did log a complaint at Metro and they did show up to give a warning to my neighbours. Of course they lied and said their son only plays and he does so once a week on a Saturday. The metro cops then came and spoke to me and told me about what was said and asked for my side of the story. Long story short, they said that I need to provide evidence of such noise occurring at irregular intervals and then they can charge them. This is a bit of a joke, but at least now they know that I'm not going to keep quiet about it.

Very little you can do legally if it is during daylight hours. If it where late at night that would be another story.

The only strategies I have heard to counter is to do something equally annoying to him until he mutually agrees to stop, so like aiming a large speaker at his house and blasting Boere orkes music or something else he does not like at him all day long until he learns it would pay to get an electronic set or something that he can practice with earphones.

My parents are well into their sixties. My dad runs his own contracting business and is very hands on and my mom runs a nursery school.

As to your problem, there will be municipal by-laws covering this situation. Contact your council safety and environmental health officer.

thought the same thing.

My parents are 60+, and when I refer to another person as old then tell them they are say 62 then both of them look at me funny..

That's where you'd be wrong, he can contact the metro police and log a noise disturbance complaint. There is no specific time frames for noise in SA.

Similar situation with my neighbours, two of them actually but with Music. At my wits end.

He can also speak with all his neighbours, start a whatsapp group and then they can all take turns calling and complaining to metro till metro come out.

Coordinated complaints at around the same time will make cops come out faster and the origin of the complaint more anonymous.

Yup, if it's affecting the whole community, then if they all complain Metro would come out faster.

it can get very disturbing, I do agree, we had people playing cricket at 3AM when people are trying to sleep.

we didnt get angry, we got even, played opera music and high pitched noise at them,
and in my particular case, just slipped on my headphones and continued gaming as per usual...

its sad that many people dont care regarding noise, and dont mind running around the house in high heels to annoy you,

fact of life unfortunatly, nothing much that can be done.

The challenge with that is you will probably end up annoying other neighbours in the process, and there is a good chance that the culprits will not be as affected by it as you, it's kind of like trying to bite a zombie..

Lodge a noise complaint at your local metro, noise doesn't have a cut off time.

Its very simple, everyone needs to log continual noise complaints with Metro Police.. eventually they will do something and dish out fines... his playing drums will get expensive so he will stop.

I know the apartment block he stays in. With all the foreigners there I'd be surprised if Metro will go there after dark...

you right about that, nobody cares, not even the building management,
best solution is let them go nuts, just have the headphones on and try to listen to something else,

gets better at certin times of the day, that much I can promise you, and you DEFINITELY not the only one complaining.

eventually they move out, and playing those "special frequency" white noise helps drive them away quite quickly.

we even have one mounted on the ceiling, where it can be turned on quite quickly

only bothers you if you take your headphones off, and need to hear something.

this isnt the US, where the cops will actually come , here they only come if your zumas wife, in bed with another man

-and then its only to take pictures.:D
