Just read the article now as I thought is was a rubbish collection problem but it's an illegal dumping problem. That's an entirely different problem. If everyone put their rubbish into bins/rubbish dumps where it belongs then we wouldn't have this problem. I'm afraid the residents are to blame for the rubbish problem and not the authorities. Should the authorities clean it up, of course, but I don't think the system is designed like that.
Yes, but teh part you're missing out which completes the cycle is littering and prosecution. Many of our current societal woes are due to poor enforcemnt of laws and bylaws. People will be people and there will alway be that one. Let him get away with it, then you have two ... four ... sixteen ... and a culture of ignoring the law, bringing us to this problem.

Remember sending a photo while waiting in the CBD to @BaronBuffoon and him asking if I was actually in Africa...
I walk in the CBD every day, so will be sure to snap a pic tomorrow. Even more so, will do it in the neglected Zonnebloem area (Hillbrow of Cape Town).

The place is clean and well run, no matter what the useless joburg folk say...
