Afrihost comes to mind. They prioritise certain websites/networks and thus are not network neutral. But then again, very few South African ISPs are network neutral, unfortunately.

from what i remember. all traffic was shaped and prioritised, even the unshaped traffic. it all got shaped somewhere along the line. the unshaped links just had massive limits, but it still went through a device(s) that could regulate all traffic types in the event of catastrophic network failure.

was told every isp does it, or worth calling an isp.
