Let's do the math.

Currently Netflix offer 40 South African movies and 20 dramas and series.

In order to comply with absurdity. Netflix will need to restrict the approx. total number of available movies to 120 and 60 drama/series.

Those in power are blessed with an average IQ of 30. Surely!

This makes no sense at all. It takes years to produce a full length film. How are they supposed to up their local content?

Maybe they can buy up all the old local shows from the SABC, the show that were good. Thinking of Arende, Orkney snork nie, et al. Win win, they get local content and we don't have to bail out the SABC.

Typical ZA government:
Everything equal, by lowering standards:
  • Private health too good -> NHI
  • Model C too good -> Limit funding to C schools
  • Netflix too good -> Limit content
Everything equal, by raising standards:
  • Private health too good -> Make provincial health better
  • Model C too good -> Increase standards & funding to non-C schools
  • Netflix too good -> Fix SABC
ZA needs to strive to be better, not worse

Their content line up is there only to tap the Nigerian and other african markets and SA be damned!
But Multichoice/DSTV caters for the black population. Where are all the excellent BBC programs? Been taken off and shitty HDTV and Dr Pimple Popper put in their place. BBC channel 120 shows Top Gear ad infinitum and Downton Abbey which has been repeated over and over again.

so,

1. Will the Netflix library cut down to meet the local content quota, and
2. is it likely that the Netflix library will be cut down to meet the local content quota, or
3. will the content quota on Netflix and other streaming services succeed?

A white paper is still only what it is, a white paper. Streaming services will also present the DOC with a white paper. Feasibility study, yada yada... It is too early to presume that the 30% content quota will be set in stone.

Yes, it is likely that there will be a policy in the best interest for the preference of local content. Multichoice can also go fly a kite. I checked out the ShowMax content library the other day, and I was utterly disappointed in their lacklustre selection for certain genres.

If there is going to be healthy competition then there is no place for the enforcement of quotas of any kind.

On the face of it, it is the SABC which is failing their mandate for the production and marketing of local content. Netflix knows this, and so does everyone else.

The majority of people moved away from local broadcasting due to poor quality and pricing so the moment they start messing with the available Netflix content people will cancel and start looking elsewhere. Doesn’t DSTV also have a streaming service ? Why don’t they go bother it

I haven’t watched local content on any streaming services and I have no intention of doing so. VPN time

A spokesperson for MultiChoice – the owner of Showmax – told City Press that its 59,000 hours of local material across DStv and its other platforms already exceeded the proposed minimum requirement.
