The title is jumping into a conclusion, first sentence of the article reads,
Netflix and other international streaming services
will likely have to cut their libraries to meet new local content quotas planned by the Department of Communications and Digital Technologies, according a
report from City Press.
and the City Press headline, unfortunately for me the article is behind a paywall at this time,
Will government’s plans to impose a local content quota on Netflix and other streaming services succeed?
so,
1. Will the Netflix library cut down to meet the local content quota, and
2. is it likely that the Netflix library will be cut down to meet the local content quota, or
3. will the content quota on Netflix and other streaming services succeed?
A white paper is still only what it is, a white paper. Streaming services will also present the DOC with a white paper. Feasibility study, yada yada... It is too early to presume that the 30% content quota will be set in stone.
Yes, it is likely that there will be a policy in the best interest for the preference of local content. Multichoice can also go fly a kite. I checked out the ShowMax content library the other day, and I was utterly disappointed in their lacklustre selection for certain genres.
If there is going to be healthy competition then there is no place for the enforcement of quotas of any kind.
On the face of it, it is the SABC which is failing their mandate for the production and marketing of local content. Netflix knows this, and so does everyone else.
