On Linux there is. By using a combination of iptables and squid I can control which client machines are allowed access on a per ip address basis. Using this method, I can also block access to Kazaa and other P2P networks and still allow access to the web.

Dunno nothing about how this might work on Windoze.

If your users are dumb enough (~90% are) just set an invalid or arbitrary proxy address in their copy of IE and they will never see the router.

Many routers (eg Netgear DG834) has excellent firewalling where you can block some machines in total, allow others completely or just open some ports to some or all.

I would go for a software based solution on each pc if this is for the home environment. Something more advanced would take more hardware than you might be able to fork the money out for. Have a look at this....

http://www.protect-me.com/ You do not have to use this, but get to grips with what I am talking about and look for a solution that suits your environment and you pocket. Linux would be the best and cheapest, but not the easiest.
