Sentech just distributes signal. Dtt spectrum is owned by whoever applied for it like etv,sabc,dstv, community tv and the 5 paytv applicants. For example etv owns 50% of a mux and signed to Sentech to distribute their channels.This can give them like 10 SD channels or roughly 5 HD, i think.
 
apart from spectrum not being owned that model appears horribly clumsy due to beacon changes
