I don't get this at all - other than Sentech and Naspers who is going to use it or loose it?

And when Sentech loose it who gets to use it? Naspers?

Sentech just distributes signal. Dtt spectrum is owned by whoever applied for it like etv,sabc,dstv, community tv and the 5 paytv applicants. For example etv owns 50% of a mux and signed to Sentech to distribute their channels.This can give them like 10 SD channels or roughly 5 HD, i think.

apart from spectrum not being owned that model appears horribly clumsy due to beacon changes
