This means employing only the brightest, best qualified and most competent personnel, with a strong ethical orientation. It requires that civil servants perform their duties with diligence, care and empathy

Ha ha ha ha...

And what about the existing loafers/deadwood ? Are they going to be fired to make way for the " brightest, best qualified and most competent personnel, with a strong ethical orientation. It requires that civil servants perform their duties with diligence, care and empathy"?

But it already is a fine efficient unbiased public service, why would they want to change something that has worked so well for so many years. The police for instance, so little crime and violence, the policemen so lean and mean and smart in their uniforms.. Need I go on..

you don't need to be a Bsc, nor BA, nor Bcom holder ....... you only need to be an anc membership card holder.
that is the only qualification you need to apply for any government job. ;)
Lot of people with relevant qualifications in government. However, many are disillusioned by lack of growth and vision, with those active in party politics preferred over their non-partisan counterparts. In some instances, you find a shop floor worker wielding more power than their managers.

Correct. Gwede Mantashe and Cyril Ramaphosa started off as trade union shop stewards. The power they wielded got them far and others see this. So no need for management qualifications at all. Shop steward is the way the workers have seen being the way to go.

Gwede and Cyril are politicians, can you tell the difference? But both did go to school and got their qualifications, not that it matters in the kind of work they are in.
